Oracal has been delayed on a lot of things
I also understand that other manufacturers are now running into the same issues. A few weeks ago my rep from Midwest told me that 3M products were going to be come harder to get. Called today and they don’t have anything in stock (locally or in MN).
Looks printed to me as well
Depending on size it might have been run on an Edge using transparent yellow and black
The gradient reminds me of the Edge printing
I have a Mimaki CG-75fx and a CG-160fx
Both are working and in good shape. We have not used them for some time as I purchased new Summa cutters. These were just for back up.

Pen plot/print the outline of your letters
Cut down some studs to about 3/4” long and put these into the letters
Place pattern and letters on top of some foamcore. Align letters to pattern
Push down to dimple paper
presto. You have a very accurate template
It depends on your cutter. I believe that the cutters that can read digital registration marks for cutting adjust for this but I’m not 100% sure on that.
My Summa corrects for any distortion. The Mimaki cutters I have also adjust for length distortion.
Time and materials.
What is your knowledge and your helpers? Have you done this type of work before? I’d guess not by your description of the project. If this is true it will take you longer than someone else that has. That being said YOU have to figure out how long this will take YOU to do...
Sounds like you have orintheads out of warranty/old. They are easily replaced. Contact your distributor for new ones and start there. I think they are somewhere around $125-$140ea
Without knowing more info....
1. Check your printheads. They should be “in-warranty”. If out of warranty change them as needed.
2. Ink from 2018? Sounds like you are not doing a lot of printing. Not sure but that might play a part
3. Is your media color calibration up to date? If not...
