Replacing tubing in pumps is pretty easy, but you need to make sure you get the correct stuff that won't melt from solvent inks. They could also just be blocked and need flushing out
Try printing it with the lights off in the room, or with the printer shielded from daylight. It could be light is reflecting off the vinyl and confusing the sensors.
If your other vinyl is printing fine, it is obviously something to do with that finish, and too bright lights can stop the encoder...
Get a copy of the service manual. Once you have replaced the head you need to manually calibrate it, then electronically calibrate it. Unless you get the head calibrated properly then you won't get a good print from it
