Yes it could be a bad print carriage board. When you replaced the head, did you power the printer down, unplug from the wall and leave at least 15 mins? If not you could have shorted something.

In me experience any coming from china are a scam as well. They sell 'refurbished' heads, which means they just flush them and clean the outside, but none are tested so you are unlikely to get a working one. And try returning anything !

I did do this as a temporary fix on a VS300 and the print was ok as long as you overprinted in high quality. It was just to keep the printer running until the new head arrived though
