The size of the dot is controlled by the LPI setting for the halftone used. The higher the LPI, the smaller the dots. The smaller the dots, the more will be the tendency to show the gradient bands. I usually use an LPI of 53 with Classic halftone selected which is a compromise setting.

No idea on an exact match for the font. Its very similar in some of its characters to Times Bold Italic and not at all to others.
