I took a good look at the file and honestly, colouring that wouldn't be that difficult at all...it's actually made up of a lot of open paths in the first place...the broken segments are mainly on the curves..I've had and I'm sure others here have had a lot worse than that...
Just start working...
Like Sebastien says...it's a .dxf/.dwg....they're almost always supplied like this to me.
Best way I've found is to isolate it on it's own layer...draw in your blocks of colour on a new layer then put that layer behind the line drawing.
Forgot to mention have another copy of the line drawing...
forget the liquid laminate...if you haven't or don't have access to a laminator try and get the thickest matte (satin) removable vinyl you can...the thicker it is, the easier to apply...also the drier (cured/outgassed) the print, the easier to apply.
I'm no RS640 expert and someone jump in if I need correcting as I'm just trying to help out, but to me it looks like you'll be printing at around 10sqm an hour at 720x720.
Not laminating will save time but may cause more grief in the application.

I've never seen profiles for Techink, had to build my own. The yellow is very dark, the cyan & black is deep, the magenta a little weak so without profiling the output was dull with a green gray cast.
Your missing the point...of course I know it's a Mutoh chassis and Mutoh build more large format printers than anybody...but it's the ink and the 8 colour inkset that sets the Epson apart.
For me it's all about print quality and colour matching.
If I want Pantone Orange 021C I get it....
Good advice..we don't give out prices over the phone either...if they can't take the time to email you the specs for the job so we can give an accurate quote...we don't bother with them.
