it looks like an auto-trace of a bad picture of a font. there are lots of bits that look super familiar, but then they don't match other parts.
i would grab something that's similar and make it look right.
any time! i primarily run composer software (with a little corel thrown in). if i don't know what exactly is wrong, i can definitely provide work arounds for it..
wait, y'all have portable work tables? i have an aluminum bench that the legs swing out on that i take on installs. i can climb on it and set things on it. i've never had a table.
what font are you using? does it only have numbers?
if you're entering text on the work surface, there should be a toolbar to change the font. if you're using the text entry box, hit F3 and change to a standard font (arial, futura etc) and see if you still have the problem.
i'm not familiar with your machine, but if it prints correctly in one direction and not in the other, is there a chance that the material isn't laying flat? is there a buckle that is causing it to be closer to the print head and therefore it gets blurry?

personally, i wouldn't have suggested going over existing graphics. it's just asking for trouble. not only will you see any imperfection from that layer, but if that vinyl fails, so does yours. but i get having to work within a client's budget.

depends on the expected life you want. if it's going on a bench or something similar that's gonna be out there "forever" get a brass plate engraved. if its more temporary, i've done black on clear Edge prints applied to brass plates that have lasted super long.
