It look like the head is touching the material. Could be just a vacuum adjustment, a feed problem or head high adjustment to make. I'm not a tech, but those would be the first things I would check.

The wall have too much texture for your vinyl. Use Gardz sealer over the existing paint and you will never have any problem with any vinyl. If you have to repaint, use shervin-williams proclassic with gardz sealer. If you install vinyl on a primed only wall, you are asking for troubles.

Do you mean the smalls black plastic roller? If yes, pull the blue lever, take them off and check if one of them is broken. I've had a similar problem in the past and 2 of the rollers was broken. There is few replacement in the maintenance package when you buy the printer.
