But most of the time, just a basic detail of a generic channel letter components like the one below is sufficient. I think that's all the OP was asking for.
If a customer contacts you for regular graphic design work and you bill them at your normal design rate, then yes they should be able to have the final print ready file once the project is approved, that's a given.
I have a customer that is constantly losing files, having computer crashes...
So they know your work, but now suddenly requesting an estimate? They're gone. At least until someone new comes on board.
I personally would send them a price to prepare all the files and send them. You can't work for free, especially for a client that's so quick to drop you.

Does the word designer just bug you Bob? I can't for the life of me figure out why you don't think someone who designs signs can't call themselves a designer. Sorry, signwriter isn't a fitting description unless you're hand painting.
Comparing the cost of parts to the cost of a well built computer isn't very fair.
It's like saying a sign shop is overpriced since the vinyl and ink they use is so innexpensive.
That said, I still think they're overkill for what the OP needs.
