Not quite sure I'm exactly following your description, but it sounds like items you're adhering to the vinyl are coming loose. (?) If that's what's happening, it's likely the plasticizers in the vinyl. They can negatively affect adhesion of VHB tape and other adhesives.

Agreed. I think the 'W' is the same material as the rest of the letters and the frame is a separate piece...likely reverse aluminum channel with LED's stud-mounted a couple of inches off the wall.

Thank you. The Winchester sign was a challenge. There's no common line in the font to level by (that I could perceive anyway). The only thing I had to go on though was a flimsy piece of fabric the customer had with the logo and lettering. Just took a couple of minutes to try and find one as...
