I agree that it should be painted. But it sounds like you're using cheap vinyl. This one is rated for 3 years in climate zone 3.

I think you're right, like a price tag that rips into multiple pieces. I would cut all the way thru. Or if perf cut needs tested if the perf tears or not.
I would take it down and send it back. I don't think being a mile from the ocean should be their excuse for this. Tell the club to have someone remove it for you if needed.
The truck has a bumpy texture. It might be fiberglass or something. And the black color absorbs all the heat. Will need to peel and clean it really good. Go with printed and laminated vinyl instead of cut vinyl.
Since he's the "procurement officer" his NUMBER ONE PRIORITY should be procuring 530 shirts within the next 2 weeks for this "pilgrimage". But since he's "too busy" maybe you should suggest he be looking for a different job since he's failing hard at his current position. ;)
