How was the vinyl sitting after it was printed before it was laminated? Was it rolled up tightly on the take-up core?
Solvents can't off-gas if they can't escape, and then they start going into the adhesive. Solvents are also heavier than air so they want to go downwards.

Sihl has great paper products. I don't use much vinyl that thick to give you a good recommendation on those.
The latex should be able to do photo quality as long as the print heads are new and you use the highest quality settings.
Epson EcoSolvent printers also do GREAT prints.

I assume that the file you are trying to print is overriding RIP settings by having an embedded profile.
Check out the new Epsons. They have a real nice new interweave pattern. We used to have Mimaki JV3s here and tried switching to latex. Didn't like it and went with Epson. Everyone is happy now.
It seems two trucks are never the same, but maybe a list of "tips" for this type of job could be compiled.
Avery and Oracal have materials that are NFPA compliant for chevron striping, so you are not locked into 3M DG material, but everyone usually makes you match what they are already using...
