Print a Gray20 swatch(20% each of CMYK) and see what you get. Does it have a color cast? Too much or too little saturation?
If you can't get a decent Gray20 it's a profile issue.
Corded: Whatever Harbor Freight has on sale. Cordless: Ridgid. Butane/battery. Will run wide open for 40 minutes before you need more butane. Haven't had to charge the 5Ah battery yet. Been very happy with rig. Only thing I'm going to do is put on a 2Ah battery to make it lighter.

Specific media profiles can cause it.
Bad roll of media can cause it.
K head going south can cause it.

For now have your boss buy the correct width material for the banner stands. For trimming the ends I use a safety ruler and a Stanley Fat Max knife.

Those specifications can be found in the manual or online. Best to follow those as close as possible since atmospheric conditions will greatly affect print quality.
Could have been an update that caused the issue. Updates create all kinds of unique issues with the printers in the lab. From communication errors to crashes in the middle of print to not being able to access the software etc...
Completely dependent on what the end goal is. Is durability important? Price point? Do you even need lamination? Once you define the criteria material choice is easy.
