Hate to say it but if you can't find a decent HP tech it's time to get a different printer. One that is sold and supported in your town or the next town over. I bought my Mutoh based on specs but having a tech within 30 minutes put the deal over the top.

Like Pauly said profiling with the X-Rite equipment is about as simple as it gets. The main interface will get you most of the way there but to really dial things in you REALLY have to understand your specific printer, ink limits, etc... It is not as simple as it looks on...

I run a Mimaki JFX 200 in the print lab. Not a speed demon by any means but it prints beautifully. Getting new heads in June after two years of hard use.
Software pricing sounds about right. As far as the rest of it get a timer. I used one for a long time to get a bead on now long roll changes, weeding, masking etc... would take.
Can chuck all those times in a spread sheet and use that to make your estimating software "smarter".

If you're doing really small text I've found 3M Electrocut on the poly backer weeds great.
Like Stacy K said though you need to have your plotter set properly.
