The "designers" at many ad agencies have similar issues with understanding the science of prepress to press. It's not a forgiving work we do. But they get the scroll and think they've become an expert. I've had better luck herding cats.

Oh and a tip.. proper terminology... k for black, magenta not red, cyan not blue.. unless your running a dye based inkset. On that note.. if you flush you have the opportunity to switch ink brands.. most suppliers have ink swap deals to get your business.. shop them.

I've moved lots of inkjets, from little ones to the giant 5 meter machines. During transit air can back flow into the ink train. I always plan to fully drain and flush with head flush at the receiving end. Likely that started your issue.

It's odd I've only seen this occur on the cyan channel. My machines done it twice and I've seen several posts here all with cyan. I wonder if it may have some head board issue that causes cyan to kill it's head early.?
As stated a new head with proper head rank codes does fix it.

The aluminum ring is just a protective retainer. The heads function without it.. but there are two tiny mm screws that set into nuts that are held by potting cement.. they hold the manifold on. If you don't get the nut on there right it will leak. Take the manifold back off, reseat the seals...

NEVER NEVER NEVER USE AN ULTRASONIC CLEANER ON DX SERIES HEADS. The weld line on the piezo elements is very close to the jetting plate. Ultrasonic energy will destroy the welds almost instantly.
