Whether I have a fall off laying around the shop or I have to order in a fresh sheet, the price is the same. You charge according to whether or not you have the item in stock? What happens when your customer places a reorder? Do you charge them more if you don't have the material in stock...

If I don't have a personal use for it, it gets chucked. We used to save all the scrap it became more of a pain in the ass to try and find one little piece than just pulling a fresh roll out.

If they want the distressed look, you could always print white on clear and do a contour cut.
