Instead of PMing, I'd actually call some of the Merchant Members and set up a way to email artwork. It's a lot easier to price something out if you can see exactly what's needed.
The second one is easier to read, but the different sized boxes and no uniform to the spacing makes it look amateurish to me.
Does it have to be one big menu board? Or can it be made into smaller signs (one for each headline)?

I have an old CDL file from signlab (which I no longer use or have) that I need converted into an AI or EPS so I can import into Composer.

Low res JPG is what I'd send. I only send vector art to customers that have been with me a long time and I trust.
They may have paid for your time to sit down and do the design, but they didn't pay for a file.
You've obviously put time into the idea and design, but this doesn't say "signs" to me. It says "church" and that's not the message you need to get across.
Like others have said, I think the amount of effects you have draw attention away from the design. When you created this, did you start...
the problem with software is it needs to be updated....especially since new fonts come out all the time...
have you tried sites like whatthefont.com or whatfontis.com?? the first only searched commercial fonts, but the latter searches commercial and free fonts...
i haven't found a way to get the spots to come into composer from x4...i've tried the gerber color palette, but when i import it into composer they're all process fills....
