Are you using CMYKcm or CMYK?
If CMYKcm does the job call for high light ink usage?
If CMYKcm have you tried slowing down the printer by raising the Inter-Pass Delay or going to more passes?

Show some photos of your laminator especially where the roller ends are, bearings etc.
I was doing a calibration on a media preset with high vacuum and yes the new firmware is now using the preset vacuum settings when it does a calibration. And yes it does vary between passes at least when it is reading the targets.
GF went to all the trouble to make profiles for 3 generations of latex printer so surly it must be latex comparable.

It is not in the profile. It is a RIP setting that by-passes CM for a specific color and sends what ever color values you want instead to the printer. What RIP?
And those CMYK values are based on what source profile? Took us years to get LAB values in Adobe libraries. So I guessing your back to guessing the source profile of these values. I guess it will get you somewhat close.
I would assume if he is printing black he would use only 100% device black. Why use anything else unless you want a muddy black look. Probably just needs to find the right combination of passes and heat, which should have been figured out and set in the media preset before making an output profile.
I suppose there are different qualities of UV ink but we once had a Gerber Solara and there is no way that ink lasted (before fading) as long as Latex ink on vinyl, laminated and applied to substrate. All though don't expect the economy vinyls to last long either.
I agree I have tried most of the RIPs over the years and my favorite is Colorgate, especially for control of color. With it's Color Atlas, setting up device color for the best Pantone Spot reproduction is very simple.
