Sure, but have a small sample printed at full size from both resolutions and then look at it from the normal viewing distance, then you will know if it needs 300ppi or if 150ppi will do the job.

If you can have both, great. But if you are doing roll to roll lamination you will want a roll laminator which if it runs both directions can be used exactly the same way as a flatbed laminator for mounting to substrates, short of the lighted work table but there are workarounds for that.
Probably is the sensor. You should be able to get to it to clean it by removing the Maintenance Cartridge after you turn the printer off. That is how we did it with the L25500 anyway. But to be safe I would call tech support and get their advise.
I think that those asking about laminators should also mention what you want to use it for. Those of us with lots of laminator use experience could offer a much better answer as to what might be your best fit.
