Run a nozzle check and post up a photo. If it looks ok then maybe a careful cleaning of the encoder strip and encoder disk. If the head is 3 or 4 years old with moderate to heavy use it might be time for a new one. Nozzle check should point you in the right direction.
I looked at my 1304 and think it has the same head lock as the 1204. The bracket only has to be slightly out of place to cause problems. Maybe pull it out - clean it and tweak the bracket a little to see if it clears up.
You really want to use the new cap top to make sure the head is sealing...
check the bracket that holds the head-lock. It's al little tab that pops up to lock the head into the capping station.
They get bent over time and it only has to be a little out of alignment to throw up that error. You can bend it back by hand - it needs to be straight up and down. This happened...
My dad had up to 3 of those at a time when I was young. I like dogs but I hated those guys. Only dog that ever bit me (good) was one of them. My brother and I were the cleanup crew and I do not remember those dogs having a solid stool - ever.

We did some perf contour cut graphics on a few dealer showroom windows. They were fairly large and held up for the most part - a few months. I agree that it wouldn't be too durable on vehicle glass.
If they are on a light budget you could do wooden framed stretched banner boxes. Treated wood and maybe a uv coat on the printed banners and they would last a year or two, depending on the exposure. Look better than a flat sign or a banner screwed into the awning - at a fairly low cost.

There are some people that should not be police officers. They don't have the common sense or temperament for the job. Or they had it when they started and just had it ground out of them with the stress and crap they have to deal with daily.
Gotta wonder about the leadership in their department.
I have a 92 Toyota with similar mileage. Every plastic connector on the engine is so brittle if I look at them they crumble into dust. It goes forward pretty good but requires a 10-12 degree incline to go backward.
