Yep. Better to stick with a more well known MFG. But sticker price is always EVERYTHING to most people. Like "hey you can buy this brand new car from Shenzen and in ~5 years it will be junk and you can't get parts for it, but hey it's cheaper than the other ones."
You need power penetrations from the back of each letter into the wall. If you're not doing the electrical, ask the client how their electrician plans on wiring it up with no access.
How much would they be saving by using cheaper vinyl? $100? Sounds like a customer I would be cautious in dealing with. Make sure you get a nice deposit first.
Are they verbally asking you, or it's something that's listed on the permit application? I would just send in the application with whatever drawings you have and see what happens. When stuff like this happens remember, you're the sign expert, not them. Just give them what you think is needed.
Are they unsatisfied, don't have the money, or just don't want to pay? Call and tell them you want to see about getting the invoice paid and ask for a credit card number. You should eventually get paid.

I think in the year 2022 printing anything like this all pixelated is completely moronic. That was ok 10-15 years ago when HD images were harder to come by.
The stuff you're looking for is "stone veneer". Lowes and Home Depot sell a certain brand of it. Usually if the client wants stone work, I tell them to hire a stone mason to do that part of the sign, or I will recommend someone that does it.
