It looks like something based on ITC Ronda by Herb Lubalin. The /s/ and /&/ are different, but they could just be alternates from one of the many versions of Ronda out there.
Incised is Bitstream's ripoff of Antique Olive. The only difference is they changed the Q and the $.
Antique Olive is free if you have Typekit, otherwise the URW cut has the lowest price.

There are many different versions of this font. The most well-known version is called Engravers' Old English, designed by Morris Fuller Benton in 1902, but he based it on an older design from the 18th century by William Caslon. I presume English Towne by Dieter Steffman is based on one of those...
FYI this method only works if you're measuring the last few feet of the roll. It does not scale all the way from an empty roll to a full roll of material.

There are at least two ways to make a swatch that's easy to access from any new document in Illustrator.
1. Open the Libraries panel and drop the spot colour in there. It will always be there in the Libraries panel no matter what document you open.
2. Add your spot colour to your favourite New...
That's called a chord. Not the same thing as a radius, and it would only work on a rounded corner with an arc of 120 degrees, i.e. on an equilateral hexagon with rounded corners.
Also, just an aside, but what on earth did Illustrator do to you that you have to cry every time someone mentions...
From 4over's website:
4over doesn't seem to have any jump in shipping costs (UPS or Purolator) when the package crosses the 48" or 96" length threshold. I'm looking at Canada to Canada shipping, so it may vary depending where you're shipping to and from.
Brimstone Yellow looks to me like it would be slightly out of gamut for most CMYK printers, but 0-0-95-0 would be a good place to start. That's the recipe for Pantone 102 CP which is fairly close.
