Definitely. We print on 3M reflective all the time, laminate w/ 3M 8518 and mount to aluminum/ACM.
Depending on whether you're printing solvent/uv the inks will affect the reflectivity differently.
I definitely wouldn't discourage you from getting one of these. It's a great machine, and has performed very well for us. My complaints are really just with Rasterlink (easy fix if you're already running Onyx or willing to dish out some more $$ to upgrade) and the print / cut registration...

Both rasterlink and the cut feature on the UCJV are quite useless as far as I'm concerned. It took a miracle for cmyk+white alignment or print/cut alignment to work...

We honestly haven't tried to mess with Perf cut that much on our Rolands. We've run maybe a couple hundred decals that way and I was never really satisfied with the results.

What is your target color? "Royal Blue" is pretty vague, but generally does have lots of magenta and does have an almost purplish color.

Just a note on this, as soon as you pull anything off the bed you'll lose your vacuum suction. I'm not familiar with Vanguard printers but unless you've got something like a XL Arizona with double bed size, you'll probably have to wait until the full bed is done to start pulling pieces off...
I was actually thinking of this article earlier. Would that 5x material cost work for a lot of your jobs? I compared that to a job I quoted this morning and it would have been way out to lunch.
