cap top
First I would change the cap top, second if the bulk system has the adjustment, try changing the height of the black ink supply to a lower position

Mimaki has an auto take up, does the Roland
The Mimaki RIP and their cutting software are not bad, Does the Roland come with a vinyl cutting software?

Metal tube
do you still have the metal tube that came with the printer, looks like a brass straw. You insert into the hole in the bottom of the printer to lower the capping station
