Full scale is better for me. I keep as much as possible as vector. I advise against designing in photoshop (or any other raster based program). Any raster images are usually between 30 & 100 dpi. In the end all gets printed as a tif at 150dpi. We will always try and get the highest images as...
We don't use the templates for the simple fact that they are too basic. If you design then find out that the actual vehicle has plastic molding where the template did not show etc.
Take a square on shot of the side of the vehicle the best that you can. Drop the photo into you design software...

Thanks all for the input. We've been using the same vendor for years with no problems. I know sometimes we just do what we know and not bother letting the customer know our frustrations. LIke when we get pdf's and things are obviously wonky.We just open in photoshop and save out as tif.

If you have to use reg marks they need to fall outside the cut area. i.e. if your cut is 10in then your reg marks should be set at 11in. If you need to cut in an area that's black as stated above you don't use reg marks.
#1 choice for vector art is pdf. Fountain/gradients will be most compatible with a wide range of software. Eps will not be. Also any Pantone colors are preserved as so. 2nd choice might be svg.
#1 choice for raster print would be 300dpi tif at around 15". 2nd choice jpg (rgb only)
