Print them just as you would anything, and if you want/need a clear (which you don't need) - I'd just spray them with clear paint, varnish, anything you feel like - we've even rolled them afterward with polycrylic and had some okay results....
Yeah - lay the print after cutting for sure. Regardless of how you cut it. Otherwise they may even be off from one another from side to side. It's just never a good idea to lay a print/vinyl prior to cutting.
What helps...A little...Is if you have a jigsaw with a variable tilt on the blade - such as a high end DeWalt or similar. Set the saw so that the blade is at an angle instead of cutting straight up and down - This cuts down on the welding problem pretty significantly. Use that method with a slow...
I am wondering if someone could do me a huge favor and open two plt files and re-save them as an older version of Omega and create a pdf of them while you have them open. I appreciate it greatly!!

If you want to hand-cut, use a string and a pin for circles. Jigsaws are good - and yes, they are messy (like most sign work). Hand held router - same technique as a knife (string and a pin)....

Just another thought - if you are unsure about it: Call and ask, and if he/she is unsure, charge sales tax and reimburse them if they were not supposed to pay. BUT - make sure to get a W-9...
Depends. City and county governments usually pay, but there is no hard and fast rule for this one - it is totally dependent upon the contract. It usually states it pretty clearly on the page you will fill out with your numbers on it.
But to answer your question more specifically - in your case...
Where is 3M on this one - like Colorado mentioned? I cannot believe they haven't chimed in yet. Then again, if it is true and they are shorting rolls - what would you even chime in about? "Yeah - we're ripping you guys off...."? This is crazy. I'll be paying attention to this thread for sure...
In my opinion it is a horrible idea and they are so hideous. BUT, if you do use them, use a punch (like for doing grommets) and make a nice clean circle at the ends of the cuts - it reduces the tenancy to tear.
The only time I've found a wind slit to be a good idea is when I am thinking to...
