I have seen people use a few layers of masking tape over the old strip. You will have to adjust your down force. If the strip is on one piece you can flip it over, but you have to deal with getting all the glue off

Seiko inks
As mentioned above some end users are not getting good results with the new HP791 inks. We supply the Seiko brand which is the same formulation as the HP 790 (HP used to buy their inks from Seiko as Seiko was making the HP 9000, 10000 series plotters)

If you want to go one step further, with the machine unplugged, try switching the ribbon cable from the bad head to the with the ones from the head that is firing. Run a test and see if it fires. If it does you may have a blown fuse on one of the boards. They local tech should have...
New HP
If this printer works as well as advertised it should be a big seller for HP. I don't see why it won't come in under 20K. Look at the HPZ6100, the 42" sells for 10K.

New HP L25500
I was told they would be under 20K by a HP dealer, not sure if that is the 64 or the 42 inch model. Take note of the fact it has end user replacable print heads. Now we know why they stopped selling the HP9000

Seiko inks for HP
We have the Seiko inks for the HP9000 in stock if you need them. These are the "exact formulation" as the 790 series (per Seiko) Which makes sense as Seiko was providing the inks for the HP9000 under their manufacturing agreement.

I had a Mimaki Factory tech install my Mimaki last week and all he did was press the white circle on the side of the lower chamber on the damper. this allowed some ink to flow from the damber. I am not sure if this is enough of a release to drawn ink down the lines but it quickly filled...

Pumps
The original roland pumps were a problem so Roland upgraded all the units in the field at no charge. See if your dealer can do it for you. If you do order one of the new pumps I recall there was a upgrade kit needed. The ebay pump will work but get the new one, they work well.
Bulk
With the new bulk ink system did you go with a different ink? Sounds like you may need to change profiles. It could also be that the bulk system is increasing the ink flow and causing more ink to drop
