If you have Adobe CC give Portfolio a shot. Slight learning curve, but once past that it is simple to use. Super easy to add social media icons/links. One click to update/publish. Site is fully responsive too. They also offer web hosting and domain names right around 5 bucks a month.

To the OP. It will take a lot more than 500 bucks to do outdoor durable labels.

Crank up some of your own prototypes as practice. You will learn the equipment and how long it takes for each step of the process.

New Mimaki in the lab at school. White is opaque enough to completely blank out reflective. It was a test file, but we were surprised nonetheless. Don't know the profile or settings though. Haven't had much time to learn its capabilities.

For what it's worth you can't run small sheets with a latex. I make a solid profit using pieces others would throw in the trash. Something satisfying about wringing every last bit of profit from a roll. IMO HP's are for long unattended runs with limited media swaps.

No warranty. I have no control over what the client or weather does. A couple times I've had clients call for a refund. Told them I'd be right over to get the sign, banner, or remove it from the vehicle or building. Then a miracle happens and they have no complaints. Can't say for sure but...

I've found the easiest to weed is the 3M ElectroCut with poly liner. YMMV.
