You are going about this all wrong, yes you can size up your vector image in your RIP, but as it has been explained already you can not size up a raster image without pixelation in any RIP. It's a better practice to enlarge you raster images to their full output size in an image editing program...

You have your PS resolution set to low, have your PS image size set to 300 dpi or higher and they when you paste you AI object as a smart object (or Pixels) it will smooth and not have the pixelation you are showing.
