i really dont think sealing the edges will help. personally at this point i would be really concerned about the longevity of this sign and even if you can get the vinyl to lay down i would still be concerned for the future and worried that the client got the amount of time out of the sign...

it sounds like chemical fastening is fine for this project but i am a fan of overbuilding just about everything, it makes me sleep a whole lot better when those storms, earthquakes, vandalism, etc happen....so if possible i always try to use both mechanical and chemical fasteners if possible...

you can paint enamel over acryllic but you can not always go the other direction. i have had great success over the years refinishing older sandblasted signs. .. in my experience put your energy into the sign before it is time for paint (sanding, filling voids, etc) i have no opinion in...
