I have a laptop that is my main pc at the shop (email and invoicing) but can also act as a design station when i am at home.
I have a 17" Asus - Republic of Gamers.
Dual hard drives, i7 CPU, Geforce GTX 970 GPU and 16 gigs of ram.
That is more than enough to design full wraps in Photoshop...
If he can't get hired then another option would be for him to wrap his own car. Maybe not all of it but at least the hood and other parts.
I'm sure his uncle could help him out with some material to use.

I went from an SC-500 to the VS-540 about three years ago. Though i bought it new it has been a great machine for me.
I have mine set up as dual CMYK as it is the fastest setting. (Other configs will slow the printer down).

What is popular also is refinishing over top of the bricks.
Wire mesh on top of the bricks and some sort of stucco finish.
Some companies specialize in that type of finishing.

I have a VS-540 set up as double CMYK.
No complaints here about color output compared to CMYKLcLm which i had before on an SC-500.
I chose that config for speed and am very happy with it along with print quality.

Agreed on acrylic breaking but it is very often used for exterior signs and can last quite a long time.
It is also available in roll stock.
Polycarbonate yellows over time as well. Acrylic does not (or very little compared to Poly.)
I would definitely shop around for a company that will set up and do basic training on equipment bought.
This is just their business model trying to sell the cheapest price in order to get the sale.
So they cut out set up and training.
