if they can't come up with the deposit, how are they coming up with the money for the sign? if the county is paying for it, they should submit the deposit cost to the county or ask for the country to pay the entire amount if they don't do deposits. you are not a bank and you don't finance jobs...
also, no hang ups when they ask to speak to the owner and are told no, the owner doesn't take phone calls. we have had some pretty awful calls from some of these companies and have been totally turned off to the company after the call. just a heads up
too big to do yourself? just make sure that if you hire a company to make the calls for you that they speak perfect English. not being a jerk about that but we have received many calls and couldn't understand the people calling and it is not a good way to put yourself out there as most will...

are you tranfers taping the vinyl? don't. is it cheap calendar or 2mil cast? cast works best. I've done a lot bigger than that and I think it look a ton better than painting unless you have a spray booth. done right it looks great
are you any good at cutting out things with a jigsaw? you don't want this to look like a kid did with a chainsaw. you might want to invest in some custom cut Gemini letters.
if I were making it I would outsource it to my wholesale source and they would spray it with a UV clear coat. if you have a large flatbed and can do a direct print, then yes, you would print it, cut it to shape and seal it. can you do OCE printing on HDU?
