100% cleanup is unnecessary if our intent is to just gob new silione back over it in its place. I just whack it off as smooth as i can, and then embed my rough-cut vinyl halfway into the new layer of silicone. Otherwise, its a concern/cost I address with the client and majority of the time...

silicone to paint? gosh, i've only had issues with vinyl to paint that's still outgassing.
I think with tape&silicone there's room to outgass-around as opposed to fully-sheeting a "wet" wall with a full-field mural.
The wall should be dry enough to tape up your mounting pattern anyways, so...

personally, I hate the idea of non-DOT reflective signage... clients think they're getting "illumination" or "better visibility" but it really only "lights up" if you're driving right-at the sign.

start from scratch: clean everything. always helps to have a good starting point and cleanliness is half of the battle. capping station/wiper/printheads...
