The best way is to draw something up and find you a reputable alrger sign co that will sub for you. They can answer all questions and help you design them better and you can learn tons from them. Pylons can be complicated, footings, setbacks, permits....the design is easy

you need to step your game up and get away from stuff like this. Get the peachtree design or sit down and design your own and sub it to another vendor. Not only will it look more professional it will open your ideas to more exciting layouts and endless possibilities in future projects
I feel your pain! I would open just the pics on new screen in illy and export as jpg saving them at 6 or 7 in size and then place them or copy and paste on lettering art. Pics like this can really make a small item huge in size
Itmseems this runs rampant for state, county, etc. they all have bad art and make no attempt to get better. When i run across this I inform they need higher resolution art or the printing will be horrible. If they insist make one sign off on it and print it.

I always measure off and then tape it off with 1/4" green auto masking tape. Lay the first bit down and lay it down by site while keeping it rolled up. No transfer tape and do not stretch it. You can always come back and squeegee it down after you lay it.

If they are painting with latex than why coat the panels with oil based? You do not put latex over oil.
scuff that damn thing up and spray latex on it, flat or satin. There is no sense in all this complicated processes to acheive this project. Latex is gonna outlast oil in longevity and color.
