That's been an ongoing problem. I believe they have the sourced of the issue worked out, but it will be some time before they get that all bad stuff completely out of their system. Ask them for a replacement and they should send you one.

You can use most any web2print design software I think. Load the Clipart section with tool outlines. Set the artboard to the size of the drawer, then drop the tools onto it.
You might need some customization to lock the size of the tools, etc, but the general concept is there.
