I use thin stainless steel leader wire wrapped on two dowels. Seems to hold up better than fishing mono or braided. Just get it behind sign and in a back and forth sawing motion work your way down the sign. It will come right off and cut through the double sided tape or glue.

Yes you need to sand edge, Just use 150 grit on a sanding block and run it on its edge.
I don't know about the plexi cutter, never used one. Purchased a track saw years ago to cut the ACM. Quicker and no edges to sand or take care of.
Track saw cuts it without the torn edges.
If you insist on using a utility knife, score both sides, then bend it to "break" it apart. Doing both sides gives you a cleaner edge. It dulls the blade quickly
