Cut it on a table saw with a good quality blade. A block plane will smooth the edges nicely. I don't think people clear coat one shot as a rule.

Where I live your gonna need a tape measure, some string, a pencil and a circular saw. A level would be nice but not essencial. Seriously.

I can't picture smoothing an aluminum sign blank with a deburring tool. I use a block plane. Works great. I wonder if you can still buy a block plane?
