Would the 3M 94 Primer alone be enough to promote the bonding of the 3951RA Decals? Or do I need to do BOTH -non RA vinyl & 94 Primer?

I have a Mutoh ValueJet 1204. I ran out of magenta. (Ultra Solvent VJ-MSINK3A-MA220) A neighboring town runs a Mimaki and has pigment solvent inks - SS2 (440ML) Would this work in my machine in a pinch? Need to know ASAP.
