I would nozzle wash and strong cleaning - Then retest draw If its better then the previous one do it over and over until it gets better. However if these washes and soaks aren't making it better - then you have some other issue.
Doesn't the encoder only tell the Head where it is on the X axis? it doesn't deal with the data being told to the Print Heads to print. I'm thinking this is a data cable or print head issue. But I may be way off.

All the same color? could be a data issue - not necessarily a data cable issue but the head interpreting the data incorrectly which would probably mean the head is malfunctioning.
To answer your question - the answer is NO - but it is highly recomended because they do all the dirty work you may not want to do or actually KNOW HOW to do. Don't be cheap - get the tech.
