Looks to me like someone stood on top of the tank and started pressure cleaning it. That tank would be super dirty if it hadn't been washed since November.
Have you cleaned the adhesive build up off of the sprockets and changed the thin white cutting strip? When my Envision starts doing janky cuts that usually helps.
And possibly a computer reboot...if you're anything like me and never turn it off.
We use a swiffer and constantly wipe the print as it is going thru the laminator. Sometimes we even attach a tack rags to it and lightly sweep over it. You can't use too much pressure with the tack rag or it can leave some sticky residue on the print.
