It would be best to just buy a 1638WX. The conversation process can be done but is expensive. The other issue is Mutoh will not turn off the chip readers on the 1638 or the 1638X. Those are turned off on the 1638W and 1638WX.
Compare the nozzle check from the printer that is working to the printer that isn't working. You should have the same colors in both tests. If you don't than you have ink that mixed in the channel. The other way to tell is to print the printer's Palette test out on both printers on the same...
Make sure that you don't have cross contamination in the nozzle check. Just because the nozzles are there doesn't mean they are printing the correct color.
You probably have something plugged in wrong. The F2 Fuse controls the print head circuit, if it was bad it wouldn't prevent the printer from turning on. I would also recheck the fuse and make sure that you didn't leave solder anywhere else on the board that might be causing a short. That F2...

The black plastics most likely mean that it is a 1204AS. The 1204AS is a signwarehouse private labeled printer, Mutoh will not directly support the unit.
