Welcome. I spent one night in Tokyo back in 1985 - flight delay (should have been a 3 hour layover). I do not print in-house so I will have no useful input regarding printing.
Like Gettin'By said - talk them into a new sign frame. The chance of damaging some part of it trying to tighten up this old of a frame is quite likely. And remember, the last guy to touch it is responsible.
