I think Flexi 8.6 is the lowest version that supports the JV33.

Looks like too much heat to me. That could be why it only shows up in certain colors. Light blues and greens (like the blue shown in your example) are notorious for this. Tunneling doesn't have to be present for this to occur, either. Try lowering the pre- and print heat settings.

I'm by no means an expert on the JV33. But I recall that there is a way to open the ink valves via the control panel in Service Mode. I didn't understand the need for or application of opening the valves by this method when I read it. But maybe this will help. The attached instructions were...

I'm running the Flexi 10 RIP. My ink vendor provided me with some profiles in PTF format. I'm not familiar with that format. How do I add these to Flexi? Also, can I still use the traditional .icc profiles in Flexi 10?

You have to initiate the fill by pressing <FUNCTION> until the capping station is full of cleaning solution. Alternately, you can fill the capping station manually with a dropper or similar device during the NOZZLE WASH dialog.
