At that price, I would say nay. Unless you've had trouble with it in the past or have reason to think something major could be wrong with it.
I'm not familiar with Mutoh. But on my Mimaki, I could almost rebuild the machine for $2,500. I could replace 3 of the 4 print heads for that.
I used to buy 10 yd rolls from a local yokel supplier that I always suspected were short. I measured the last two I bought and they were two yards short.
Use the search function. There are quite a few threads on it. Some people print twice on white trans. Some print once on white trans and once on clear and apply both.
Ballasts go on the top. If there are two ballasts in a large sign they may go on the sides. Never put a ballast in the bottom because water could pool in the bottom. I'd say you have the sign upside down in the pics.
I believe that addictive personalities will always be addicted to something. If you are addicted to something harmful, like cigarettes in this case, find something positive to replace that addiction.
Because of all the reality shows, the first thing I thought of was West Coast Customs, choppers, etc., with the graffiti/grunge look. That's mostly what showed up in a google image search for West Coast, too.

My supplier would screenprint and ship the signs and wires to my door for cheaper than you can buy the materials to make your signs.
At that quantity, one-color, two-sided signs are $2.05 each. Shipping and stakes are included free. That is a total of $615.
You can get roughly 50 one-color...
There should be a ton of good suppliers in your area. Most people in my region use Hendricks in Northern Ohio, or one of several companies around Birmingham, AL.
