If it's not in direct sunlight it should last a long time indoors. If it's going in a heavy traffic area where people can touch it you may want to laminate just to prevent excess wear.

Is "Cut all paths" selected in the Cutter tab/button?
How did you apply the contour cut, did you add a hairline stroke with the color defined as "CutContour"?
If your planning on using the VGA port you will need a converter box.
Your best bet is to use the Apple Display Connector (ADC) and get this connector to connect a DVI based monitor.
Or you can always buy a monitor with a VGA connector. It won't be digital but it will be good enough for what...
does the photoshop file have a transparent background?
You could also create a path in photoshop then "export paths to illustrator" and use that path as your cut path?
You would have to create a path with a spot color then export as a eps. I don't think photoshop will allow you to create a path then assign a spot color to it.
You would have to import the PSD file into illustrator/flexi/corel then create your cut path, then export as an eps file.
