Most cutters have a dedicated test pattern that you can cut without ever going through your computer or software. If you have that and can try it, at least that might help eliminate any software issues or narrow it down to either software, firmware or hardware.

You Two are probably using different color profiles and/or media so it's hard to compare apples to apples unless you have all the same settings.

Well, if it's not showing low ink then I'd try cleaning first. If the cartridge ran dry then you'll probably have to run a cleaning after replacement anyways, to get the ink line filled again.
Golden advice to use whenever you possibly can! -And you will arrive at a final design much quicker. Plus you can collect the down payment right there and then, and send them off with a printed and signed proof.
I have one of the Signlab native VEF fonts called EuroHE that looks to be an exact match. True Type Eurostile is close but the apostrophe is different for sure.
