Almost all laminated perf that is installed on vehicles will look a little grungy for a few days until it gets some good sun on it, as long as it is laminated with an optically clear. If you use just a normal laminate it will look bad no matter what you do.
Second the 40c with either 8508,8509,8510 i believe all 3 laminates meet the requirements for slip resistance. We use it a lot and have never had any trouble removing it from any surface.

Depending on the image if we were able to we would paint it. Water towers can be hell on vinyl but if you are going to wrap it would use a hi grade cast with a cast laminate. 3m 180 would be what I suggest.

I would have made banners this size in pennant shape in mesh to start with. The shape will put stress on strange places especially the way its hung. Im not sure how to tell you to move forward with fixing what is already in place but good luck man!!
That is all bad i would run away once matte vinyl gets GLOSSED out like you see there is no coming back. By the time you get all that off and the adhesive removed the matte wrap under neath is going to be so bad looking it will need to be replaced.
