You can avoid but until avery gets out and does the same leg work with the cities as 3M does. Avery is never going to get the market hold that 3M has. Too many cities trust 3M and don't trust Avery.
This is a pedestal sign base with a sign mounted to it. I don't believe there is any sort of frame for this sign. Just mount the sign directly to the post. I could be wrong but I have never seen a pedestal sign that has a frame to hold a circle sign blank like that. Something you gotta make.
What about a quick vinyl stencil and then just paint what you want on there? I assume it would be easy to get it to stick for a short term painting. But a little harder to keep if from curling on the edges over time.
Sounds like you need a stand that bolts to the ground. Is this an option? 42x42 on a single post, above ground, with a weighted base sounds like a lot to ask.

Just gonna have to do a full run of 50 sheets most likely to get this made. We run tons of LDPE and we buy 60x120 sheets but we can only get them if we do a full pallet order.
Local. There is no way you could ship a 4x8 any type of sign from TX to NY for $38 dollars. That's crazy. You couldn't even ship it down the street 3rd party for $38.
I can't imagine just a media change like that would affect the prints that much. Have you tried running other materials since this issue? Usually grainy to me, means print heads aren't lined up properly or there is an advance feed issue. But if it was an advance issue it would show up more...
