I'd err on the side of caution, as well; no one can guarantee that they won't have issues with their machines. Having to pay a technician out of pocket if something goes wrong with the Shopsabre isn't going to be cheap.
We currently use Cyrious Control and the previous shop I was at used it as well. It's VERY robust software, but it's not terribly intuitive. There's a large learning curve, but once you figure it out, you can do almost anything with it. It's pretty good stuff.
Some varieties of dry erase laminate will take a permanent marker pretty well and then the ink will disappear if you go back over them with a dry erase marker. I want to say 3M works pretty well, but I can't remember for sure.

You can buy a lot of digital ready media, you may not need a corona treatment machine (I assume that's what you mean by UV coater?) unless you're planning on buying lots of very cheap, non-digital media in bulk.
As far as flatbed cutters, we've been really happy with our Zund.
We don't laminate nearly as much as we used to (we direct print as much as possible these days), but we still do large vehicle wraps pretty frequently, so we need something that can laminate two or three rolls pretty quickly and is going to work when we need it to work.
