Cast-pour out melted vinyl and create a sheet so when it cures it is in it's original shape.

If you don't use the right lam on a air release material the air has no where to go except get stuck in bubbles if you don't lay it down right. I believe you have to also use a air release laminate. I doubt any liquid lam is air release since it seals completely.
Company called aqua decal has two different methods. One for smooth vinyl lined pools and one for concrete/fiberglass. You don't have to empty pool to apply. And they show install methods.
