Calendered vinyl will shrink -- always -- eventually. Its in the very nature of the stuff to do so because of the manufacturing process.
If you don't want it to shrink, use cast vinyl. Simple as that.
Gotta love digital print technology. I used to just dream of layouts like that back when I used brushes and One-Shot... and a little airbrushing... I figured all the customers that commissioned the stuff featured in Signcraft mag sure didn't come from where I lived...

Not quite sure if this is the case with the original poster, but a lesson I learned long ago is:
... never, NEVER allow a hoster to register your domains for you. Always, ALWAYS register your domains with a registrar separate from your hosting service.
If it is going across a street, then I wouldn't do it with banner tape -- have it sewn properly -- check and see if there is a minimum spec for banners to be mounted over streets in your locale...

Filezilla is easy as pie. If your client is hosting the file for you to download (i.e. they have given you an FTP address -- ftp.xxxxxx.com --, a username and a password), then Filezilla is indeed what you need and is actually very easy and straightforward.
